Just like the Vatican is independent from the State for centuries now this could be a very viable solution which can definitely contribute to the 2 state solution
Jerusalem will no longer be Israeli owned or Arab owned for that matter but it will have its own jurisdiction which will lead to the Israelis and Arab coming together

Not only so but the new state will create so much tourism and businesses around it till the end of time, literally! But most of all it will create Peace! Really!

I don't know...I mean, we already have a model that worked well till now called the Vatican it is not like something completely outrageous
