This is not plagiarism, the final inspired art is totally different from the original.

Why do you think these bullies care? In my opinion, these people don't care about Plagiarism or Steem at all. This "Anti-Abuse" program of theirs is nothing more than a cover and an excuse for them to bully and insult people.

You see them complaining about the daily plagiarism of the whales who post a single YouTube video as if they were their own videos? Nope. They only go after the little ones. That should tell you what their real agenda is.

That's Plagiarism straight copying.....

Maybe it is important that someone cares about the sources from where people is take their ideas, but I don't consider this as a plagiarism eather. But it is always going to be interesting and relevant to discuss and know this type of situations. These type are common situations of any artistic and creative context. Re-interpretation, it is called. Both techniques are different, and their similarity is not in the essence of neather of both works, because their main attractive are in fact the techniques, and we see two different techniques here.

Yes, this is plagiarism since the photographic source is not cited, what determines if something is plagiarism is lack of attribution of sources, if the sources are not credited it is plagiarism.
The source is only listed as proof that there is a photo reference, not because the artwork is likely copied from that source. Thank you for your feedback.

Artists from all over the world create art inspired from Da Vinci, Michaelangelo, monuments, animals. They don't cite their inspiration, do they?

You are confounding two different issues, one thing is appropiation, as when you make a artwork that is inspired and takes from a famous work of art, as for example, la gioconda, the artwork is so notorious and known that it doesnt even need citation or credit.
Another thing is to create an artistic piece from a photo reference and not credit the photograph, which is plagiarism. Also, since this is an ntopaz post it needs to respect ntopaz rules which requires it to cite sources if any, in this case this work is clearly based on a photograph in view of the other work, and the source is not credited.

Also, see this post by a top Steem Artist with 30 years of experience producing and teaching art, he explains the utmost importance of always crediting sources, especially in cases such as steem in which you are monetizing the work.

both art pieces are copied from the same photograph, or one from the other, no sources credited, so its plagiarism.
