يحكى أن مستشارا دخل على مولاه فوجده مستغرقا في التفكير، فسأله عما يهمه، فقال: أريد أن أفرض ضريبة على السكر.. بقيمة 10% لتمويل خزائني التي تكاد تفرغ، وأفكر كيف سيتقبل الناس هذا القرار.
... قال المستشار: دع الأمر لي يا مولاي
جمع المستشار أعوانه، وطلب منهم أن يبثوا في الأسواق إشاعات بأن الحاكم ينوي فرض ضريبة بمقدار 50% على السكر واللحم والتمر والقمح والشعير.. فضج الناس، وأخذوا ينتقدون الأمر علنا، وبدأوا يعبّرون عن سخطهم وعدم رضاهم.. وكان الأعوان ينقلون ما يحدث في الأسواق وما يقوله العامة للمستشار أولا بأول.
وفي الأسبوع الثاني طلب المستشار من أعوانه بث إشاعة تؤكد الإشاعة الأولى، وأضاف عليها أن بعض المستشارين هم من أشاروا على الحاكم بهذا الأمر، وأن القرار سيصدر قريبا جدا.
أخذ الناس يقلبون الأمر، ويقولون: الضريبة مرتفعة جدا، ومن الظلم أن تدفع على جميع هذه الأصناف، لو كانت 10 أو حتى 15%، أو لو كانت على صنف واحد لهان الأمر.
عندها ذهب المستشار إلى الحاكم وقال: مولاي، الآن أصدر الأمر بفرض الضريبة.. ودعني أعد صياغة القرار.
كتب المستشار: تلبية لرغبات شعبنا الكريم، ونزولا عند رأيهم، فقد قررنا عدم الإنصات لمستشاري السوء الذين سعوا إلى إثقال كاهل المواطنين بالضرائب الكثيرة، واكتفينا بفرض ضريبة بسيطة بمقدار 12% على مادة السكر فقط.
تنفس الناس الصعداء وضجوا بالثناء والدعاء للحاكم الحكيم الذي يراعي شعبه، ولا يثقل كاهلهم بالضرائب الفاحشة
هذا ما حدث في قديم الزمان..ويحدث اﻵن
