DrugWars: Is attacking dormant players worth it?

I've been playing DrugWars the last day, like so many others.

If you don't know, DrugWars is a HTML game where you build up a drug empire and attack other players that have been trying to build up their empire. The difference between DrugWars and the tons of other similar games going years back on other social networks is that it's built on Steem! You actually get paid a small amount of Steem per day for playing and building up your empire, based on how many drugs you are producing.

It has been experiencing some issues with loading and updating battles today, but what can you expect when it seems like the game is an instant success?

But why I'm here isn't just to get you to join and earn me lots of money.

I actually have a questions for users that are already playing. Do attacks on people with 0 defence and 0 attack do anything? I assumed they did, and various times it seemed to bump up my numbers, but other times it seems to have almost no effect, if any?

I did hear that you lose less when you're dormant. So does this mean that it's almost worthless to attack players except when they're active?
