The Bohemian waxwing (Bombycilla garrulus)
This bird is about the size of a smaller thrush, about as a starling. In winter, keep a large flock. From which they fly from one tree to another. But unlike other birds, they somehow fly not close to the tree and fly a little and only then sit down.
Look at this plump ball! It's cold.
In winter they come from the forest to the cities, closer to people. And eat berries and seeds.
What's strange, they can be photographed without problems in the city. And in the forest is complicated. Yes, sometimes in winter they fly into the woods. In the photo, a flock of this birds flew in the bush viburnum.

Today while looking for a Yellow-breasted Chat Icteria virens, our common breeding Cedar Waxwing, a smaller closely related and quite similar species to your Bohemian Waxwing, were seemingly everywhere. It seemed impossible to look into a tree an any apparent bird movement without it being a Cedar Waxwing. A week ago it was really tough to find one. They have just migrated back to breed here, as is usual. I do love both species though, as we get BOWA east of the Cascade range in winter.
It's interesting how the same birds differ in appearance! I know that there is still a Japanese waxwing.
