Can we call something "money" without government?

Lets discuss this, can we call something "money" without any government in it?

Let me explain my opinions.

OF COURSE we can.

Both governments, cultures, norms and money is a social contract. "Social contract theory, nearly as old as philosophy itself, is the view that persons' moral and/or political obligations are dependent upon a contract or agreement among them to form the society in which they live. "

Like the others, money is a social contract too. As long as people ascribes value to something and believes that others will demand it, that thing is money. Therefore, we are the ones who makes money, not governments. There were sea shells, salt, gold, stones that is considered as money. Now there are cryptocurrencies.

When people were using sea shells etc., there was no government that supports it as money. History strongly shows us that money does not need government. Actually, government needs it to be government.
