Are global anti pollution laws lopsided.

The Emerging nations of the world in Asia, Africa and South America are still fragile economies. The benefits of a global market brought about by the internet evolution have just arrived. While on the other hand erratic changes in weather patterns and natural disasters keep hammering the population back into poverty conditions.
The global banking system is facing a crisis every few months and the major consumers - Americas and EU (including UK) want to keep imports expensive to boost domestic produce.
In such a scenario to ask these growing economies to accept pollution norms of highly industrialized countries is unfair. On the one hand their easily accessible natural resources were being plundered since many decades and on the other hand now they are being stopped from growing by stringent environmental conventions.
Have a look at these graphs. I have taken India as a representation of growing economies.

I am not saying that India needs to do nothing, but an approximation of a level playing field has to be worked out.
