Hace pocos días se concreto un nuevo tratado de libre comercio entre México, USA y Canadá, ahora llamado USMCA por sus siglas en ingles.

De estos 3 miembros del USMCA, Canadá y USA enfrentan una serie de enfoques cambiantes, en lo social y legal, en cuanto al tema del uso de la mariguana con diferentes fines.

En el caso de USA y Canadá, la idea del uso de esa hierba ya es evidentemente aceptada por una inmensa proporción de sus poblaciones, este cambio de percepción de los ciudadanos de esos países en cuanto al uso del cannabis, ha venido provocando una gran presión, sobre las instituciones estatales e incluso privadas, de esos países en cuestión.

Si nos fijamos en USA, es tanto así que 29 estados de la unión ya legalizaron el uso de la mariguana con diferentes fines, a pesar de la reticencia de las instituciones centrales o federales y de la inacción del congreso, que mantienen una actitud contraria a la decisión de los estados legalizadores de la conocida weed en sus respectivos territorios, esta contradicción entre los ámbitos estadales y federales provoca un conflicto, en mi opinión de falsa moralidad, que el gobierno central propone, provoca y protagoniza al simplemente no adecuarse a los cambios que proponen sus propios ciudadanos.

Por otro lado con objetivos más claros en torno al tema, Canadá se prepara para legalizar el consumo de mariguana en todo el territorio canadiense, en este caso con la promulgación de una ley sobre producción, distribución, uso y consumo, bastante definida que instruye y delega todo el tema de administrativo de aplicación y cumplimiento de esta ley a decisiones autónomas de cada región en Canadá, es decir, la línea fina de esta novel ley será lo que cada región aportara en su respectivo territorio al proyecto legalizador.

Evidentemente los beneficios fiscales y económicos resultantes de la implementación de la ley legalizadora será lo más notable, los inversionistas ya se mueven hacia Canadá como el siguiente polo de creación de nueva riqueza, los indices de inversión están básicamente en largo y aún faltan días para la implementación, diferentes instrumentos financieros referentes al sector comienzan a ser muy notables, inclusive aumento de indices de empleo se comienzan a sentir en Canadá. Los inversores están al tanto de lo que el negocio de la mariguana, con reglas claras representa en términos de números.

Entonces se entiende fácilmente que el peso dado por Canadá y los 29 estados de la unión, junto a Uruguay primer país en dar el paso legalizador, podría dar al traste con la visión guerrerista que la mayoría de los países mantiene contra el uso de la mariguana. Actualmente este gran movimiento sé está dando en el sub continente de Norte América, por eso se evidencia una posible toma de decisiones cambiantes con respecto al tema al tema legalizador en el ámbito de los gobiernos federales de USA y México, ahora imagine un USMCA que dentro de su extensión geográfica, incluya acuerdos de producción, uso y consumo de mariguana y derivados, es un tema digno de pensar, porque representa un cambio de gran peso humano, tanto en lo social, como en lo económico
