This is a handmade embroidered velvet vest from yesteryear. You really don't see pieces like this anymore in boring old stores! It is high quality, made of fine material and master craftsmanship.
Modern mass produced consumer fashion is quite bland and made of poor quality fabrics. It is designed to wear out relatively quickly, thus needing to be replaced, thus keeping consumers enslaved to the destructive cycle of consumption.
