The people behind my favorite Steem app just came up with a new app that doesn't require a Steem account
The way to earn with this BuzzBreak app is based on the same successful system as their good old Partiko app. You also gain points watching ads, but the main difference is you get to cash money out to a PayPal account instead of being limited to spending points as votes to your Partiko posts.

Then, you'll have access to viewing 4 other ads at 500 points each. All the subsequent ads to these 4 will give you 50 points and it seems as if, contrary to Partiko (at 10 ads every 2 hours I believe), there is no limit to the number of ads available to watch. My guess is that more ways to earn will gradually be added to the app, it's what happened with Partiko.
