中等收入？

国家发改委副主任宁吉喆咋日对媒体表示，中国有近14亿人口，中等收入群体超过4亿。4亿确实数字庞大，但是中国政府定义的中等收入标准太低：年可支配收入1万美元，这在西方是吃低保的标准。难道中国的中等收入=平均收入？
