However, with SmartVote being terminated, I thought it's only fair to allow the winners that are still active on Steem to be able to convert them into SBI so that they can still benefit from daily upvotes for the content they produce.

It’s normal for witness to be disabled from time to time for maintenance without missing blocks. You should check when was their last produced block and if it’s way too long then you can make up your mind.
I’ve started to post monthly report for inactive and retired witnesses, the last one was here:

dpoll.witness is never retired or deactivated since it’s launch. It must be a calculation error. @quochuy can you please update your post?
