Dust Upvote Initiative Update on 13 August

There is a slight revision to the Dust Upvote List.
One of the major changes is that upvote weight will no longer be the same for all.
The percentage of upvote will depend on quality of article, positive response to comments and the amount of support to the Dust Upvote Initiative.

Active updating of the list will happen regularly.
Removing and adding of content creators will solely based on the decision of @delegate4upvot in reviewing the quality of post and the positive response to comments.
