Our very own Dagupan City is also a sinking city. Manila is also sinking for decades ago. They need aid, but of course, proper planning.
Every nation has its own flooding problem particularly when it is near the coast, water, rivers, . There is no effective solution for this problem, unless you build a wall in front of the sea, but the area will never be safe from tsunami. Even if you have the perfect canal system, if the mentality of the people about the waste functionality is poor, even the best planning is futile.
