World Central Banks Proceeding Cautiously on Issuing own Digital Currencies

Caution is the word here as they dread seeing a world where people would have the bank in there pocket, they see Bitcoin as "niche pursuit" rather than the future of money. 

There will come a time when central banks will be compelled to have their own digital currency but the decentralization aspect is what they are not going to let go of without a fight.
