MOTION: The Dolphin council will use voluntary-inclusion mechanics whereby members work together to use their stake in ways they agree upon. At no time will any member of the Dolphin Council propose that all members be bound to act by a majority vote.

If no decision of the council is binding, it isn't a council but a forum.
We have a chance to make great strides in funding worthy projects, sweeping abusers off the blockchain and increase the viability of the proof-of-brain concept which STEEM is built on.
As long as the motions passed are reasonable in the actions they ask, only those who don't really care about the future of our currency, or those who are too greedy to give up on some of their direct (author, curation, etc') rewards, would prefer to leave the council than donate some of their precious VP.
If a motion is too drastic, a strong opposition will emerge. And either a more balanced motion will pass, or if it's too extreme in its core, most voting members will be against it.
One of the strengths of the dolphin council is its ability to move around significant resources, something which is extremely unlikely if said contribution is voluntary.
If you're looking for something that is built on the volunteerism principal, @pennsif's forum immediately comes to mind. People can discuss ideas on how to improve curation, build new Steem Apps and several other topics that are important for the betterment of Steem.

My view on this (not the councils), is that the constitution is binding and anyone who doesn't follow the constitution can be expelled from the group.

Motions that pass with a majority consensus are expected to be followed by all members, but there is no immediate penalty. However, overtime, the members will see those that are team players and those that only support their own agenda/ideas.

I am okay with a bit of horse trading as they call it. Assuming a motion is supported by the majority, I will support it to maintain our unity and collective power. In turn I hope my ideas will get a fair hearing and the support of the council.

I agree with this as we need to have these discussions before a proposal to gauge the impact and implications of the members as we would want to avoid “forks” in behavior whole trying to support the underlying concept of benefiting the ecosystem.

The beauty of the steem blockchain is that no one can force you to do anything. However, if I chose to support the majority consensus, even though it is not my preferred option, but because it keeps us united and helps with overall progress, am I subject to tyranny or am I still exercising volunteerism?

What you say is accurate, any one can choose to support a majority consensus. In fact, this group could be democratic and anyone who didn't want to do something could, at worst, leave the group.

What I am recommending is just to go one step further (mostly so I don't have to leave the group) and only have democracy within voluntary subgroups. I have also suggested in the discord that we use ranked choice voting, which is a way to avoid 'winner-take-all'.

I would be behind you on this one. I would like to see people being involved because they want to not because they have to. I'm hoping that people in the group will work together on their own projects and then get support from the larger group.

Hopefully we can put a bit of power behind the account and use it to back the projects too.

I agree - I only signed the motion to become part of the council after I noticed the 'must comply' was removed from the founding statement. Although the council will only succeed if the majority is willing to put in the work and take actions together, I am constantly in the process (IRL) of getting out of any systems that put any force on me.

Now, I'm very willing to 'go with the majority' on most things, but I can see conflicts exist between my individual choices and those of the majority.

I could see something like a softer 'demand', like 'we assume/ask you take the actions of the majority but can see individual choices and freedom come first and can conflict each other. So if we see you constantly not taking the actions of the majority we'll assume you are not behind the goals of the council and you will no longer be a voting member of the council'.

We need opposition and basically a 'mandatory action' also means opposition (that chooses not to comply) is immediately out, even though I think we need diversity in voices to come to the best decisions. If we 'out' every non-complier immediately we soon miss out on many opinions and ideas that are valuable.

Therefore I'd like to see a bit more leniency while still 'asking' for complying with the majority vote, for example a demotion to 'non-voting member' after not complying 3 times with the majority vote.

Been out of the loop too long, I have no idea what the dolphin council is but I know what majority rule (aka "democracy") is... TYRANNY of the mob.
