if it worth it will try it with my friend, but the question is if i use delegation to borrow a friend steem power , and with that steem power he upvoted to me that normal or will make an issue ?

You can do it, but giving self-upvotes don't make you attractive on the platform if you don't receive much from other users. Try getting upvotes which come naturally but self-upvotes can also be used.

i heard that direct self vote (non delegation) go to rewards pool in latest update HF20
