To beef up something means to add strength or power to something.
Example sentences:
- Security at the plant was beefed up after somebody tried to break in last week.
- The company decided to beef user support up after many complaints.
- The upcoming elections made the president want to beef up his image through hawkish action as he did not want to appear indecisive and weak vis-a-vis North Korea.

That PV I don't know, I think it's weird, I don't think someone said it or used in an office or business environment, It sounds very casual, well that seems to me.
