RESOLUTION FROM THE LAST BUSINESS HOUSE SITTING HELD ON 07-06-2018

The sitting started at 11:25am by prayer from Hon Modupe, followed by the Anthems.
The Speaker urged the honourables to follow the order of the house sitting.

The Deputy Speaker read the accreditation list in which 24 honourables were in attendance.

The Clerk read the minutes from the last house sitting which was adopted by Hon Greatest from CEP 200L and was seconded by Hon Dorcas from CEP 300L.

The Speaker moved to the next agenda which was "Matter arising from the last sitting".
The Speaker ordered Hon Fuga to apologise to him and to the entire house for not taking the Oath at the last sitting and he did so.
The Speaker urged Hon Fuga and other Honourables that are yet to submit their Oath should come with it, failure to do so, they would be denied access to enter the House.

The Speaker moved to the next agenda which was "Constitution of Committees"

Hon Hameed nominated Hon Sanni taye from AEC 400l as the chairman of the committee, seconded by Hon Sateef

Hon Bodman nominated Hon Adenike as the secretary, seconded by Hon Dorcas.

Hon Maimee nominated Hon Bodman as a member, seconded by Hon Modupe.

Hon Herbey nominated Hon D1 as a member seconded by Hon Zeezay.

The Speaker then conducted an open ballot election for the two nominees in which the election resulted in Hon IBK having 15votes and Hon 2step having 7votes.

Election was conducted for the two nominees, Hon Dorcas had 14votes, Hon Herbey had 7votes.

Hon D1 nominated Hon Herbey as a member seconded by Hon Revolution

Hon Zeezay nominated Hon Greatest as a member seconded by Hon Labamba whereby Hon Sateef counter nominated Hon Hydrogen as a member seconded by Hon Dorcas, election was conducted in which Hon Hydrogen had 16votes and Hon Greatest had 5votes.

The Speaker affirmed all the nominations

Hon Fuga raised a motion that Hon Hydrogen was nominated in two different committees, he said he should withdraw from one and be substituted by Hon Greatest. The Speaker referred to the constitution and said it is not constitutionally stated than an Honourable can not serve in two different committees at a time, afterwards the Speaker asked Hon Hydrogen if he has the capacity to serve in the two committees together and response from Hon Hydrogen was yes, and house sitting proceed.

Hon Afoo nominated Ayangbemi Waliu from AEC 400L as the Chief Judge seconded by Hon Sodiq and there was no counter nomination.

Hon Adenike nominated Adewole Hamidat from CEP, 300L as the Registrar, seconded by Hon Modupe and there was no counter nomination.

Hon Mode nominated Ogunniran Abidemi from CEP, 400L as a member, seconded by Hon Tosigno.

Hon Dorcas nominated Oguntoye Ruquoyat from CEP, 200L as a member seconded by Hon Sodiq.

Hon Hameed nominated Omofoyewa Malik from AEC, 300L as a member.

The Speaker affirmed all the nominations.

The Speaker moved to the next agenda which was "Deliberation on Constitution review" which was later changed to "Debate on Constitution review" due to the argument about the former topic.

The Speaker drew the attention of the honourables to the rule of debate before proceeding.

Hon Yusluv said that the constitution needed to be reviewed, he stated that it is not proper as all the departmental and Faculty elections are been conducted the same day.

Hon Dorcas said that the constitution shouldn't be reviewed on the basis of personal interests but if it is in the interest of the whole Naasites then it should be reviewed.

Hon Hameed referred to the constitution where it stated that the constitution should only be reviewed in 5years interval. He said further that the present constitution was reviewed last in 2010. He proceed by saying the present constitution was outdated because it was reviewed last 8years ago and that everything is changing everyday.

Hon Herbey said that those that reviewed the constitution last have their reasons for putting it up like that, he also reacted to Hon Yusluv's comment, he said; the fact that other faculties and departments are conducting their election different days doesn't makes it the best and it is not a must to follow them.

The Speaker gave 10mins recess to the the honourables to ruminate more on whether the constitution should be reviewed or not.

After the recess, Hon D1 said that the issue of reviewing the constitution should be carefully looked into, if it is beneficial to the whole Naasites or not.

Hon Herbey said there is no documented evidence that the constitution was reviewed 8yrs ago therefore the constitution shouldn't be reviewed.

The Speaker gave his verdict that he has contacted 10 of his predecessors to make some findings about the constitution. He mentioned Rt Hon Ganiy Abdullahi (Speaker Aro) atheirs the last Speaker that reviewed the constitution in 2010. He said further, according to history, we do not usually have Liaison committee and we are youths, we can decide how we want to run our lives.

The debate leads to serious argument in the house as no consensus could not be reached.

Hon Herbey said that the signatories and the name of the committees that reviewed the constitution 8yrs ago should be provided and he raised a motion that the debate should be adjourned till next sitting which was seconded by Hon Fuga, Hon Yusluv countered the motion and was seconded by Hon Maimee.

Speaker said the house should go by election on whether the committee should be set up or not before deciding whether the constitution should be reviewed or not. But it was so pathetic that some honourables disrupted it.
The Speaker made some clarity, he said it is not a must that the constitution should be reviewed even after setting up a committee, if their their report is not welcomed by the house then it won't be reviewed.

More than once the Speaker attempted to conduct election so as to know whether the committee should be set up or not but was disrupted by some honourables.

Hon Hameed said that it is so uncalled for and also it is a slap on the Speaker's face if the minority have say over the majority, he said the Speaker should look into that.

The Speaker was determined that the Committee should be set up when Hon Greatest quoted from his constitution which is different the Speaker's copy. He said that this more enough a reason to set up the committee because it is not proper to have more than one constitution in the house.

During the cause of the argument which later turn into chaos that lasted for hours, The Speaker sent out four honourables for causing not following the order of the house, they are; Hon Hydrogen from AER 500L, Hon Sateef from AER 400L, Hon Sodiq from APH 400L and Hon Fuga from CEP 500L. But Hon Fuga refused to go out of the house which cause another commotion in the house.
After several minutes of waiting for waiting for Hon Fuga to leave the house but all to no avail,

The Speaker sent for the school security personnel through the office of the deputy Speaker.
After the arrival of the security personnel, Hon Fuga still insist that he won't leave the house unless the whole honourables leave the house.

After some minutes Hon Fuga alongside 7other honourables left the house and the sitting continue.

The Speaker conducted an open election so as to know whether the committee should be set up or not in which 14 honourables were in support and 1 not in support. After which the Speaker affirmed the committee should be set up.

The nomination of the committee goes thus;

Hon Hameed nominated Ishola Akeem Babatunde from ANB 500L as a member from the Congress men.

Hon Yusluv nominated Ajigbotoluwa Joseph from CPS 500L as a member from the Congress men.

The Speaker is an automatic member according to the constitution.

The next agenda was the constitution of Honour committee.

Hon Sodiq nominated Hon Hydrogen as the chairman of the committee, seconded by Hon Maimee.

Hon Sodiq nominated Hon Sanni taye as a member of the committee.

Hon Tosigno nominated Hon Dorcas as a member of the committee seconded by Hon Sodiq.

The Speaker welcomed the executives to the house, among present executives were AER President, ANB President, CPS President and the NAAS President.
The APH President, CEP President as well as AEC President were absent together with their executives

The present Presidents presented their association budget to the house.

The Speaker gave room for reaction on the aspect of the absent executives.

Hon Hameed suggested that they should be suspended till further notice since they all got the notification more than 48hrs before the sitting but Speaker pleaded on their behalf that there should be time frame for their suspension, after the deliberation, all the absent executives that failed to notify the house of their absence through the office of the deputy Speaker either by letter or by any other means were suspended till the next house sitting.

The Speaker ordered the President that were present to submit their Statement of Account in which non of them could present theirs. And because of this, they weren't go unpunished, their ID Cards as the president of their respective association were ceased till the next day.

Hon Dorcas moved a motion for the adjournment of the sitting till the next house sitting and was seconded by Hon Maimee.

The sitting ended at exactly 03:40pm.
