Foster and adoptive families save orphans from...orphanages.
Yes. They do need savement!

Family love can make miracles and treat bodies and souls of these poor kids better than any doctors and medicines.

These families have deserved support from the state. they get allowance, and the "harder" a kid is, the more money they get.
if people take several kids, they get allowances for each of them.
So, in fact, they get money for upbringing and taking care of kids. Sometimes, these people even leave their working places to devote all their time to this mission.
Thus, parenthood becomes their profession.
Many people admire them, others become their haters, blaming these families in earning money on kids.

Let's discover, who is right.

My story is about parents and 6 (!!) kids - 3 adoptive and 3 foster ones.

Elena and Oleg started their story of saving orphans accidentally. The fate led them to it.

At first Elena adopted Seva when he was 4. The boy wasn't healhy. He had delay in speech development, he almost didn't talk, but the woman wasn't afraid of this problem - she felt that it was Her boy.

And the Universe thanked her for her kind heart - very soon the diagnose disappeared, and the boy began to talk like other healthy kids!
Mother's love, care and attention was his treatment.

Soon Elena met Oleg, and they got married.

Oleg had the same kind heart and love for kids, he was a volunteer and dreamed to adopt a kid.
Soon they got the second boy.

In one year the family decided to take one more kid - a sister for their 2 boys.
They liked 7-year old Dasha, but her story wasn't easy too.
She had a long list of renouncements - people came for her but didn't take because she wan't healthy either.

She was very closed and embittered child because of this. She felt lonely and lost.

Elena and Oleg adopted her.
Soon the girl's heart was opened by parental love and care, and the disease went away!

Now Dasha is an ordinary and healthy girl!

So the family adopted 3 kids.
At first they didn't know anything about allowances and "salaries" for such parents.
But even after the 3rd kid their desire to save orphans didn't disappear. But financial resources were limited, they needed state support, and they issued documents for "parental profession" - for getting money supprt from the state.

The next girl in their family was 8-year old Olya. She didn't talk like Seva, she had delay in her development either. She was born a healthy baby, but at the age of 1,5 year old she became an orphan, and it hurted her greatly...
Absence of love and attention caused great problems with her psychophysical development.

In the orphanage, neuroleptics were given to Olya all the time without any reasons (and it's common practice!!), and it was one of the reasons for her disability.
She had no childhood, she lost it. All her needs and desires were stopped by medicines.
You do not want to sleep - you will, you want to walk - you will not go, you cry - here's another pill for you.

Thanks God, when Olya becam a part of the family, the problems stopped!
She was considered to be "disable" in the orphanage, but soon the girl proved they were wrong.
Now Olya is a normal girl, and she studies at school like other kids.

Dasha had the best friend in the orphanage - Alisa, and Alisa had a brother Yaroslav.

Oleg and Elena couldn't separate them, and they took them all.
So they had not 3, but 6 kids soon.
A big and loving family!

What about money?

The foster family in Moscow gets a benefit for the maintenance of a child with a disability - 400-500$ and a foster parent's salary - 400$ after taxes.

Now Elena and Oleg gets about 2,000$ in total.

Many people blame them in earning moneh on kids, because both of them have left their working places to be full-time parents.

But is 2,000$ too much for 2 adults and 6 kids?

Almost all kids had problems with health, and parents chose family education for them - so they had tutors and private lessons, it costs rather much now.

Then 6 kids went to school - I've told you, friends, how much school education costs in my country.

6 kids want to eat, and they need clothes, toys and some fun.
Everything that is connected with kids is always very expensive!

Moreover, parents try to develop all kids, and they visit different additional classes: singing, music, painting.
It requires money as well.

2,000$ for Russia is rather big money, but only if we don't look at prices and life needs.
When we need to pay for this and that, money just melts in our hands.

The family tries to cover all needs of kids and give them all the best, because they didn't get it n orphanages...

And the main is not money.

The main is that all kids are healthy now! They all were treated by great loving hearts of their parents!

How much money is enough to award these human angels for 6 happy childrens' hearts?

family is not just about blood. I think it is about how much love you have and how much you can give and share..its not the number of kids you can have but it is how much more kids can fill your heart.

I believe there are good foster parents and there are bad foster parents. Perhaps we more often hear the stories about the latter, bad news tend to sell better than good news. With the right foster parents, foster care is a lot better than orphanages. With the wrong parents, I'm not so sure.

As for the situation in Norway, foster care is the preferred solution, it's preferred that someone close to the child becomes the foster parents (i.e. grandparents, some uncle/aunt, etc), foster parents get good compensation. Just like with any other profession, some people choose it out of heart and interest, others choose it just for the money - and the latter rarely do a good job. (I was teaching a bit at the university and I could quite clearly see that some people had chosen the subject for money, while others were genuinely interested in learning the subject).

Some months ago there were some reports in the newspapers about the CPS (Barnevernet) doing a poor job on following up foster parents. We've seen that too - if some parents are suspected of doing a bad job and the CPS gets a report, they are obliged by law to respond within some specific time frame, but the reality is that they don't have enough resources to follow up everything. Of course they prioritize following the law - and hence they don't have enough resources to follow up the children they have decided to follow up on.

In some of the cases reported, there have been children with special needs, and the CPS promised the parents that they would always be there to support the foster family with advises and other services - but as soon as the contract was signed, the family was left entirely for themselves.

There were also some heart-touching reports where the CPS, after many years decides to simply switch foster parents. Foster parents have like no rights at all, formally the responsibility for the child lies with the CPS, and they can always cancel the contract anytime, take the child out of the family (by force, if necessary) and give it new foster parents.

Actually we have pretty strong employee protection laws in Norway, an employee cannot just be fired without due process and very good reasons (I remember that from my childhood - some teachers were doing a really poor job, but it was impossible to get anything done with that). Obviously foster parenting is not considered to be a profession, hence those laws give no protection.

Possibly the decision to cancel the foster care contract at short notice is justified - as said I doubt every foster parent is a good foster parent. Of course we get to hear only one side of the story, the CPS does not have any rights to comment the cases for the media. Anyway, if what the media reports is the full story, then it's pretty bad and heart-touching ... and I have no problems believing that in some cases the staff at the CPS is doing completely wrong decisions.

Family is not an important thing. It's everything.
