Romanian ref splashing spray into the player, then pretends it was an accident

Romanian Cup semi-final clash between Gaz Metan Medias and Hermannstadt will be remembered not only by first half 4-goals packed first half but also by some bizarre actions made by ref of the game. After the foul on Gaz Metan’s player Nasser Hamed by Hermannstadt defender Ionut Stoica he stopped the game and then did this:

Lol. Well, Ionut Stoica has definitely broke the rules on opponent and been punished for that. But still – what the hell was that?
