Can someone please explain this statement "meaning resides in man and not in words"?

In my own opinion,how I will actually interpret that phrase is that a communication, although it actually uses words, do often derives its true meaning from the actual intentions of the speaker saying it rather than from the actual words themselves.. the words are actually a tool, in a sense. Individuals do use words to impact meaning, to actually share thoughts, but the thoughts often do not actually come from the words; but the words actually comes from the thoughts....
