Hawaii has Highest Amount of Homeless People per Capita in the US

Based on the manual point in time count done by volunteers Hawaii has the highest amount of homeless people per capita in the US.

The problem is significant in Honolulu Hawaii where you can find tents, and other temporary, structures on the sidewalks of every major street in Honolulu proper.

Some sidewalks are nearly impassable.

The question many tourists, and residents, have is "why doesn't the Government do something about it?" The City and County of Honolulu has stated that legal issues with current laws make the enforcement of those laws impossible, because they will face unwinnable legal challenges.

The mind boggling thing is that with all the highly paid lawyers on staff, and contracted to, the various bodies of Government, enforceable laws cannot be drafted.

Due to the inadequacies of the laws the Police cannot keep people from blocking the sidewalks and public areas, nor from urinating and defecating in public areas. What they end up doing is creating a dangerous subculture that skirts, and breaks, laws and threatens the health and welfare of the tax paying citizens that pay their salary.
