For a good number of years - maybe a decade or two - we have this law in my little country of The Netherlands:

Pedestrians are always right when being in an accident with vehicles.


Regardless the fact pedestrians obey the law or go against the law, when they get injured by a driver of any type of vehicle, from truck, cars, scooters to bicycles, the one at fault is the driver of the vehicle.

More than two decades ago, when I was a child, we already had this common law:

Road vehicles must give way to pedestrians crossing the street at designated crossings when at least one foot is on the official pedestrian crossing.


Even though this law gave already all the rights to the pedestrian, we all learned to first watch very carefully up and down the street to determine what is coming to us, before deciding to cross the street. In case some vehicle would be close by, or approaching quickly, we learned to wait and only cross the street when we felt we will be save.

Logical rule and learnings, right?

The situation has changed dramatically since those days...

The law giving all the rights to the pedestrian even in case they are at fault, drove pedestrians to cross the street no matter what!

Every single day when driving towards or from my office, I cross a village and a part of my home city of Amsterdam. And every single day I’m dealing with pedestrians not even looking around, not even reducing their pace, stepping onto the road without hesitation! It’s all ok, but…

When for instance a stream of cars is passing, I can imagine pedestrians will at some point cross the street, even when this means the stream of cars must stop.

But Really?


When for hundreds of meters to a kilometre or more, no other vehicle is behind me; Is crossing the street just in front of my car necessary?

Lesson's Learned!


Even though I don't like the result of this law; The good thing of all of this is the fact we can see the results of change of mass behaviour based on laws. I would not go as far as laws can change cultures, but laws can for sure change behaviour; For the worse or betterment. Therefore, for anything we like the critical mass behaviour to change, we shall consider the instrument of law.

Hmm that's interesting. It sounds like this behaviour of just crossing whenever, without looking or paying attention to traffic would be really annoying as a driver. It probably also still results in a lot of people getting injured. I see your point of how laws change behaviour and I don't think it's off base to say that they influence culture as well.

well, the result is that drivers are extra careful and the streets get clogged of traffic. due to many drivers becoming so careful, driving slower, stop at cross overs even when people are not close to the cross over yet, which is taken advantage of by some or more of the pedestrians again. it seems to be a vicious circle.
