• The Soviet Government issues a decree on access to higher education even without the usual registration certificate. This should give the lower classes of the people with a low level of education the chance to gain professional qualifications.
  
  
• Arkhangelsk is occupied by naval and land forces of the Entente. A provisional, anti-Bolshevik "Supreme Administration of the Northern Region" is formed, headed by the Russian former Socialist revolutionary Nikolai V. Cajkovski.
  
  
• Admiral Reinhard Scheer, since January 1916 head of the German Reich High Seas Forces, is appointed to succeed Admiral Henning von Holtzendorff as chief of the admiral staff and the naval warfare. Scheer resigned on 31 July due to disagreements with Generalissimo Erich Ludendorff.
