I read the news before publishing it. And I found it misleading.
The title said something that the content did not mention clearly. If you read the content, you will see this:
So the Venezuela Government getting the money is unclear, yet. They're (Forbes) just assuming it.
What I could say is the National Assembly just nominated some Venezuelan individuals abroad to be some like of "ambassadors of the Diaspora", pretty much people in every country representing a significant amount of Venezuelans. Maybe they're trying to get part of the funds doing that...
We'll see.
