THE BIRTH OF THE ENGLISH POWER



Hello steemers, before proceeding with the description I would like to clarify, first of all, a not very exposed concept in the previous post: as we know, Spain used its wealth of gold and silver coming from the colonies, especially for military expenses. Here is a problem: what is the relationship, in general, between military spending and economic development? Almost all the powers had a cycle of expansion and then of decadence; What, for example, is the importance of the great US military spending in the economic confrontation with China or in the 60s and 70s with Japan? Has this flow of money towards military spending contributed to the economic development of the United States or delayed it? To what extent the other powers, not committed in the same way, for the same amount, at the same rate, have diverted part of these expenses, vice versa, into scientific research and then in the activation of new products and in the organization of new productive sectors ? To what extent, therefore, did military spending have facilitated or hindered the economic development of the various countries throughout history? In the case of Spain, for example, military spending had a negative impact, greatly hampering development.

Another important question concerns the relationship between military spending and economic development: the fact that in the aftermath of the country's unity, the Italian military divisions were deployed in the eastern sector, that is in the current Veneto, and on the other side, at other times , deployed in the French sector (in any case, therefore, in northern Italy), along with the fact that these armies (about 600,000 - 700,000 men) were paid salaries, what determined for those areas? A flow of money and spending, because evidently most of these salaries were spent in these areas (yesterday). And today? Where is the army deployed? North, south or center? Surely, until the cold war, the army was on the borders, especially the eastern ones; What determined this? And the military expenses, how much have they affected the development of the companies of the center-north, since they were absent in the South? In a recent conference at the University of Cosenza, the head of the military forces had to admit that military spending has a noticeable influence in the positive sense in the northern cities.

After analyzing these concepts in depth, we can proceed with the discussion of the project. Everything that I have described so far is perfectly coordinated: I know that maybe I have bored you heavily with the fourteenth century history, but as I said earlier I have not spoken casually either of the state cities, nor of Holland, and I will certainly not speak in vain of England . On the contrary, it is from here, from the English agricultural and industrial revolution, that we start to understand what has happened in the international economy and to check if all the other countries that follow England in the path of development will have to conform to the model English to arrive at economic and industrial development or can also follow other paths.

Why does the industrial revolution take place in England? Historians have long ventured to advance hypotheses: one of these is certainly relative to religion. According to many historians, in fact, the Protestant religion has favored industrial development: this religion is not, in fact, contrary to the interest rate, unlike the Catholic one who fought, even with excommunication, those who lent interest rates; an obstacle is therefore of a religious nature.


Ciao steemers, prima di procedere con la descrizione vorrei chiarire innanzitutto un concetto poco esposto nel precedente post: come si sa la Spagna utilizzava le proprie ricchezze di oro e argento provenienti dalle colonie soprattutto per spese di carattere militare. Ecco che sorge un problema: qual è il rapporto, in generale, tra spese militari e sviluppo economico? Quasi tutte le potenze hanno avuto un ciclo di espansione e poi di decadenza; qual è, per esempio, l’importanza della grande spesa militare degli Stati Uniti nel confronto economico con la Cina o negli anni 60 e 70 con il Giappone? Questo flusso di denaro verso le spese militari ha contribuito allo sviluppo economico degli Stati Uniti o lo ha ritardato? In che misura le altre potenze, non impegnate alla stessa maniera, per la stessa quantità, allo stesso tasso, hanno dirottato parte di queste spese, viceversa, in ricerca scientifica e quindi nell'attivazione di nuovi prodotti e nell'organizzazione di nuovi settori produttivi? In che misura, quindi, le spese militari hanno facilitato o ostacolato lo sviluppo economico dei vari paesi nel corso della storia? Nel caso della Spagna, per esempio, le spese militari hanno avuto un impatto negativo, ostacolando fortemente lo sviluppo.

Altro quesito importante riguarda il rapporto tra spese militari e sviluppo economico: il fatto che all'indomani dell’Unità del paese, le divisioni italiane militari fossero schierate nel settore orientale, ossia nell'attuale Veneto, e dall'altra parte, in altri momenti, schierate nel settore francese (in ogni caso, quindi, nel nord Italia), insieme al fatto che a questi eserciti (di circa 600.000 - 700.000 uomini) venivano pagati degli stipendi, cosa ha determinato per quelle aree? Un flusso di denaro e di spesa, perché evidentemente la maggior parte di questi stipendi venivano spesi in queste zone (ieri). E oggi? L’esercito dove è schierato? Nord, sud o centro? Sicuramente, fino alla guerra fredda, l’esercito si trovava alle frontiere, soprattutto orientali; cosa ha determinato questo? E le spese militari, quanto hanno inciso nel realizzare lo sviluppo delle aziende del centro-nord, visto che erano assenti nel Mezzogiorno? In un convegno recentissimo all'Università di Cosenza, il capo delle forze militari ha dovuto ammettere che le spese militari hanno un’influenza notevolissima in senso positivo nelle città del nord.

Analizzati a fondo questi concetti, possiamo procedere con la trattazione del progetto. Tutto ciò che fin ora vi ho descritto è perfettamente coordinato: so che magari vi ho annoiato pesantemente con la storia trecentesca, ma come già anticipato non ho parlato a caso né delle città stato, né dell’Olanda e non parlerò certamente invano dell’Inghilterra. Anzi, è proprio da qui, dalla rivoluzione agraria e industriale inglese, che si parte per capire cosa è avvenuto all'interno dell’economia internazionale e per verificare se tutti gli altri paesi che seguono l’Inghilterra nella via dello sviluppo dovranno uniformarsi al modello inglese per approdare allo sviluppo economico e industriale o possono anche seguire altre strade.

Perché proprio in Inghilterra avviene la rivoluzione industriale? Gli storici si sono cimentati da tempo nell’avanzare delle ipotesi: una di queste è sicuramente relativa alla religione. Secondo molti storici, infatti, la religione protestante ha favorito lo sviluppo industriale: tale religione non è, difatti, contraria al tasso di interesse, a differenza di quella cattolica che ha combattuto, anche con la scomunica, coloro che prestavano tassi di interesse; un ostacolo è quindi di carattere religioso.

In this regard, one of the truly strange characteristics of the Italian economic miracle (1950 - 1973) is that this was managed by two anti-capitalist political forces, namely Christian democracy (contrary to capitalism and its exasperation for religious reasons) and the Communist Party (contrary for ideological reasons); nevertheless, the economic miracle took place. However, there is the hypothesis that Protestantism, as happened in Switzerland or in Germany, could facilitate the start of industrial development.

Another favorable element, on which there is a lot of agreement, is certainly relative to the institutions: the fact that in England, in the years of industrial development, there is no absolute monarchy, but a parliamentary monarchy, this probably helped start the development. What do you mean?

In the sense that the revolt of 1649 against the monarchical absolutism in England and the creation, following the aforementioned victorious revolution, of a parliament (first with Cromwell, military dictator, and then with the landing to parliamentary democracy) had an influence positive. Because? Because in the parliament, and particularly in the English one, all the main forces of the bourgeoisie, of the landed aristocracy and of the traders were represented; there was, therefore, within the parliament an attempt to make up the multiple interests that were gradually developing.

It was in the parliamentary building that they could find a composition, a conciliation, while elsewhere things went differently: for example, in Russia the Tsar's bet was to start an industrial development of the country without activating a democracy inside, without allowing the development of parties, without creating a parliament; obviously it was a lost bet on the part of the Russian zar.

Even this situation poses, therefore, a question: is it possible an industrial economic development that determines the birth of a complex society, with a thousand social figures, managed without the places where multiple interests are composed?

A tal proposito, una delle caratteristiche veramente strane del miracolo economico italiano (1950 - 1973) è che questo è stato gestito da due forze politiche anticapitalistiche, ossia la democrazia cristiana (contraria al capitalismo e alle sue esasperazioni per motivi religiosi) e il partito comunista (contrario per motivi ideologici); nonostante ciò il miracolo economico si è avuto. Si avanza, però, l’ipotesi che il protestantesimo, come avvenuto in Svizzera o in Germania, abbia potuto facilitare l’avvio dello sviluppo industriale.

Altro elemento favorevole, su cui vi è molta concordanza, è quello sicuramente relativo alle istituzioni: il fatto che in Inghilterra, negli anni dello sviluppo industriale, non ci sia una monarchia assoluta, ma una monarchia parlamentare, questo probabilmente ha aiutato l’avvio dello sviluppo. In che senso?

Nel senso che la rivolta del 1649 contro l’assolutismo monarchico in Inghilterra e la creazione, in seguito alla suddetta rivoluzione vittoriosa, di un parlamento (prima con Cromwell, dittatore militare, e poi con l’approdo alla democrazia parlamentare) hanno avuto un influsso positivo. Perché? Perché nel parlamento, e in particolare in quello inglese erano rappresentate tutte le forze principali della borghesia, dell’aristocrazia terriera e dei commercianti; vi era, quindi, all’interno del parlamento un tentativo di composizione degli interessi molteplici che via via si andavano sviluppando.

Era proprio nella sede parlamentare che potevano trovare una composizione, una conciliazione, mentre altrove le cose sono andate diversamente: ad esempio, in Russia la scommessa dello zar era quella di avviare uno sviluppo industriale del paese senza attivare una democrazia all’interno, senza permettere lo sviluppo dei partiti, senza creare un parlamento; ovviamente fu una scommessa persa da parte dello zar russo.

Anche tale situazione pone, perciò, un interrogativo: è possibile uno sviluppo economico industriale che determina la nascita di una società complessa, dalle mille figure sociali, gestita senza dei luoghi in cui gli interessi molteplici si compongono?

This, therefore, has determined a favorable element. In this case, in fact, the fact that the government represented the majority of the interests of the great British agricultural property has encouraged the enactment of some measures, such as the one concerning the fence of the lands, the importance of which is remarkable. This allowed the transformation of British agriculture and the start of a capitalist agriculture.

Certainly, having had a government which, starting from about 1650, with the acts of navigation, has determined the development of trade and has enacted measures to aid agriculture, has laid the foundations for very favorable conditions, but above all it has ended up to pilot a reform from the top of the agricultural sector; all of this was obviously extremely important.

Another element could be the presence of such important raw materials as coal and iron (to which, then, also lead). The question is now spontaneous: do countries that do not have iron and coal mines have access to industrial economic development? And more generally, does the absence of raw materials in a country hamper industrial economic development?

When we look at the industrial economic development of many countries, such as Italy, which does not have many raw materials, on the contrary they are almost missing, it will be possible to notice that this is equally an industrial development; the answer seems, therefore, to be positive, in the sense that an industrial economic development is possible, even if not in the presence of raw materials. However, no doubt, and on this the historians agree, the presence of raw materials such as iron and coal has certainly had a positive influence in the start of the British industrial economic development.

Anche questo, quindi, ha determinato un elemento favorevole. Nella fattispecie, infatti, il fatto che il governo rappresentasse in maggioranza gli interessi della grande proprietà agricola inglese ha favorito l’emanazione di alcuni provvedimenti, come quello riguardante la recinzione delle terre, la cui importanza è notevole. Ciò ha consentito la trasformazione dell’agricoltura inglese e l’avvio di un’agricoltura di carattere capitalistico.

Certamente, avere avuto un governo, che a partire dal 1650 circa, con gli atti di navigazione, abbia determinato lo sviluppo del commercio e abbia emanato provvedimenti in aiuto all'agricoltura, ha posto le basi di condizioni assai favorevoli, ma soprattutto ha finito per pilotare una riforma dall'alto del settore agricolo; tutto ciò è stato ovviamente estremamente importante.

Altro elemento potrebbe essere la presenza di materie prime così importanti come il carbone e il ferro (a cui si aggiunge, poi, anche il piombo). La domanda adesso è spontanea: i paesi che non hanno miniere di ferro e carbone possono accedere allo sviluppo economico industriale? E in maniera più generale, l’assenza di materie prime in un paese può ostacolare lo sviluppo economico industriale?

Quando osserveremo più avanti lo sviluppo economico industriale di molti paesi, come l’Italia, che non ha molte materie prime, anzi sono quasi mancanti, sarà possibile notare che questa sia ugualmente approdata ad uno sviluppo industriale; la risposta sembra, quindi, essere positiva, nel senso che è possibile uno sviluppo economico industriale pur non in presenza di materie prime. Comunque, senza dubbio, e su questo gli storici sono concordi, la presenza di materie prima come ferro e carbone ha certamente avuto un influsso positivo nell'avvio dello sviluppo economico industriale inglese.
