- A German submarine sinks the US 10 000 t tanker "O. B. Jennings "about 100 nm (about 185 km) off the coast of Virginia.
- The government of the RSFSR (Russian Socialist Federative Soviet Republic, officially founded on 10.7.) Announces the internment of all the French and English residents staying in Moscow. The internment was a retaliatory measure for the Allied intervention against the Russian revolution.
- The United States is breaking diplomatic relations with the Soviet Union "because of the confusing political situation" in Russia. Earlier, the People's Commissar for Foreign Affairs, Georgi W. Chicherin, unsuccessfully submitted a peace offer.
