Human resource planning is also known as manpower planning. Personnel management involves productive exploitation of manpower resources. Manpower Management involves choosing the right personnel as and when the need arises. As aforesaid, it also involves upgrading qualitatively the existing human resource.

Manpower is defined as the total knowledge, skills, creative abilities and aptitudes of an organization's workforce... the sum total of inherent abilities, acquired knowledge and skills represented by the talents and aptitudes of the employed persons. Planing is nothing but using the avaliable assets for the effective implementation of the production plans. Q planning is concerned with coordinating, motivating and controlling of the various activities within the organization.

Manpower planing is technique of correcting imbalances between manpower demand and supply in an organization at a micro level and in the economy at the macro level. It is necessary to plan for long-term growth.

Manpower planning has two aspects :

Qauntative

Qualitative

The former deals with the numerical strength of employees required or anticipated over a period of time while the later deals with the qualifications desired of prospective employees at different levels in an organization.

Manpower planing has two major objectives :

1 Formulation of recruitment plans to avoid unexpected shortages.

2 Identification of training needs to avoid skill shortages.
