Fund raising compaign on dam fund

Pakistan is to call overseas pakistanis to donate their funds into dam fund. actually it is not possible to make dam on fund because according to experts that if pakistan start collecting fund at this speed it will take 100 year to complete the dam fund and start building so going TO IMF with 10% per year loan is better because after 100 year their will be more inflation and at that time more 1400 billions will be needed to cover the fund if dam making is profiable and pakistan can produce their own electricity so why not we start doing it right now instead of waiting for 100 years.
According to exports there are 2000 billion pakistan currently have and taking 5000 billion funds every years from public.
I think government should do something with out Chanda or small means. We are making dam not a well or pump for welfare .
