Why Do People Fear Reaching Out/ Speaking their Mind Out?

I hope everyone is having a fanttastic day so far. Today I want to share from a point of inspiration, I have just been reminiscing on why it is probably very difficult for people to speak their mind or reach out to others, to be more specific, to whales? You'd be surprised how warm and welcoming some of them are.
