If answers get better upvotes, some people might ask questions only for sake of asking. They are interested to know the answer.
If someone is asking question, that means she or he wants to learn something. People help that person giving the answer.
The person who gives answer contributes more than the person who asks the question.

You can ask any question on musing. Before asking your question, you can search on musing in case someone already asked the same question and got the answer. Then you can get the answer from there. And you don't have to ask the same question.
