When he was running for president, he talked about how the judicial branch signs bills. There are ninth-grade-civics students in this country who have a better understanding of our system of government than does Trump.
Come to think of it, Trump probably represents the country very well in this regard, sadly. How many Americans don't know the words to the National Anthem and God Bless America? I will bet it's a sizable percentage.
