Earlier vote on Article 13 in the EU parliament?

After protests against article 11 and especially 13 of the new EU copyright directive have gotten interest in the whole of Germany (and probably other countries), the pro-uploadfilter people seem to be in panic.

In a sneaky act that resembles the ACTA case, the chairman of the konservative group in the EP, Manfred Weber (German CSU) has asked to move the vote to next week.
This would be earlier than the europe-wide protests planned for the 23. of March.

Such an act will likely not make the "bots", as Axel Voss (CDU) called the internet non-printers, less angry. But it will damage the view and reputation of the EU institutions even more.
