Who is in charge? Congress the elected representatives of the people would be the logical answer to me a simple individual.
Why? Because without we the people electing Congress there would be no agencies formed to handle investigations.
So the chicken had to lay the egg but the egg is now claiming extortion when the chicken exercises it's authority. FBI show me the constitutional duty clause you have in the Constitution.
