He may be referring to the International Bank of Settlement, the global banking system of the world. Supposedly domestic banking is being set up for failure evidently by these high deficits, when the domestic economies of enough countries fail that's when the world banks will take over.
I wonder if it will be that or the World Bank that takes over. I heard SDR's could be the new global currency. It's unfortunate we don't have a sound currency.
The World Bank deals specifically with balancing countries debts. It is run by the contributions each country deposits into it. Countries use SDR's to purchase a higher value currency from another country to help stabilize their currency. SDR's are limited to a overall set amount, that amount available never goes back up again until the country who borrowed buys back what was their undervalued currency when it stabilizes. It's sort of like those emissions quota's they came out with. Each company got so many points that represented the amount of emissions they let into the environment, the goal was to maintain a certain set amount of release into the atmosphere. So if company A reduced their emissions they had points to play with if they wanted to say ever expand or they could loan out those points to another company who was going over there amount of emissions releases or expand...so long as the amount of emissions stayed under the set goal, the more a company worked to reduce emissions the more valuable their points became to themselves or someone else because the number of points overall could never be increased, if there was no available points left then companies would face fines for going over the emission standard. The Bank for International Settlement deals with coordinating transactions among world banks. If companies in a country wanted to go to a foreign countries and set up shop that would be done through the BIS. The money would be deposited into the BIS and they would do all the currency conversions and transaction over into whatever country that was being invested in currency.

You can't debate the issues if you are not well informed, many a times before entering into a forum debate I will take the time to look up the issue at hand. That's how I knew about the BIS. When you brought up the World Bank it did make me wonder why such an endeavor wouldn't be done through the World Bank vs. BIS, so I went to take a looksy.
Most of it is how well informed you are off main stream media, which I guess doesn't say a lot sometimes given it's propaganda driven. It does get my adrenaline juices going though for some reason. Depending upon on long and well you have followed an issue you can close down a debate pretty fast; I love the ones where Supreme Court decisions comes down or a legal opinion and you actually take the time to study it before getting into the debate, you can quiet the miss- informed masses who depended upon the interpretation of the slanted bias media to interpret it for them. It doesn't happen to often, your fingers are moving fifty miles an hour on the keyboard waiting for the next one to challenge you to bring forth the evidence...lol, I am like sitting there with an okay who's next...then after a hour or so things go quiet and victory is mine, all mine...
You could probably make a pretty impressive blog post.
I am somewhat familiar with the World bank SDR's and BIS etc but I'm mainly opposed to usury although I guess maybe usury isn't as bad for a business or house purchase but we have way too much usury in the Satanic States of America.
