The city needs to reconsider this sign or put up a shelter while waiting for bus.
If you are waiting for the bus with no umbrella you will still get wet; I found this humorous.
An oxymoron
Definition of oxymoron: a figure of speech in which apparently contradictory terms appear in conjunction (I got this definition off of google search).
Make this a fun day; notice the obvious it will make you laugh.
I also agree with you @rebeccabe. if we wait for a bus without an umbrella will be wet if it rains. if possible know, why is it prohibited to wear an umbrella?
@masniaty it is not prohibited; it like they are saying in the bus you will not get wet.
The sign really makes no sense.

Well.....duh! Wasn't there anyone in the process of designing, or ordering or installing the signs who could have put a little more thought into that one? Funny!

i think such a sign should not be installed in the cities with high rains but it overall it is an humurous for people who are waiting at bus stop..@rebecca

I agree. All the bus stops should have a shelter for people who are waiting for the bus.
Perhaps its meaning, the rain does not have an umbrella does not matter when it is in the car.
