It depends on how confident a person is on his/her idea and its implementation. One prime example is @Partiko who had a massive success with their SP delegation event just because they had a working app which people liked and hence they were ready to donate their SP.
Not the point of the post, but Partiko "raising funds" similar to what an ICO should be intended for is one of the better ways of doing things from what I've seen to date.
