Forced disappearance has often been used as a strategy to instill terror in citizens. The feeling of insecurity that this practice generates is not limited to the close relatives of the disappeared, but it affects their community and the whole of society. August 30, marks the international day of Victims of forced disappearances.

According to Amnesty International data, the ten countries with the largest number of forced disappearances registered since 1980 are Iraq (16,560), Sri Lanka (12,349), Argentina (3,446), Algeria (3,168), Guatemala (3,154), Peru (3,006). ), El Salvador (2,673), Colombia (1,260), Chile (907) and the Philippines (786).

In other countries such as Cameroon, Sri Lanka, Turkey, Bosnia Herzegovina or Serbia, Amnesty International has also documented enforced disappearances in recent years. The last report of the Working Group on Enforced Disappearances of the United Nations indicates that the group has collected since its creation, in 1980, a total of 55,273 cases, of which 44,159 are still open.

Forced disappearances, which at the time were mainly the product of military dictatorships, can now be perpetrated in complex situations of internal conflict, especially as a method of political repression of opponents.

A really big concern is the harassment of human rights defenders, relatives of victims, witnesses and lawyers dealing with cases of enforced disappearance; the use by States of the fight against terrorism as an excuse for non-compliance with their obligations; and the still widespread impunity for the practice of enforced disappearance.

Special attention must also be paid to groups of especially vulnerable people, such as children and people with disabilities.

They disappear without a trace and, in most cases, they are never heard from again. They are the victims of enforced disappearances, detained by agents of the State or people who act on their behalf and refuse to acknowledge it.

On the occasion of the International Day of Victims of Forced Disappearance, which takes place on August 30, Amnesty International denounces that governments continue to use this atrocious practice to silence dissent and eliminate any political opposition, as well as to persecute ethnic groups, religious and politicians.

According to the latest data from the Working Group on Enforced Disappearances of the United Nations, since 1980, 44,159 cases have been opened in 91 states. Only between May 16, 2015 and May 18, 2016, 766 new cases were registered in 37 countries.

The modus operandi of enforced disappearances is always the same: the victims are detained at home or in the street, without ever informing the families of their whereabouts. Often, these people suffer torture and live in constant fear of being killed. This practice places the detained person outside the protection of the law and isolates them from the outside world, placing them in a situation where they run a high risk of torture or even extrajudicial execution.
