The meetings to draw up more comprehensive analyses and assessments have been repeatedly postponed. As a result, the bills have spent about a year in the State Duma, the lower chamber of parliament.

Putin knows what is coming for the fiat world and is keeping Russia away from the toxic dollar-based system by purchasing gold and trading with other nations in each other's fiat currency.
