If you mean literally, then the word charge, it means charging something. As I said before - it resembles a platoon of springs, but with one exception. To bring everything back to its original state, it is necessary to create this (initial) state, such actions are reversible. And for this you need to connect two charged bodies. Directly, directly charged area or by means of a conductor. In this case, a charge will be discharged, as a discharge of liquid from a certain level, to its original state. But the liquid is a substance because it flows, and with a strange charge, if they are electrons that move, then the result will be the same, but if it is a property of matter, as I imagine it. For example, as a color change, as a result of heating. And the restoration of the original color, after cooling.

If we assume there are no charges, then with this effort, the properties of the body will change, namely, by an amount multiples of the equalized potential per unit area of ​​the body.

With the help of the potential, we change the property of the body, since this is possible. If it is a conductor, then we can see the changes at a considerable distance from the source of the potential. If this is an isolator, then the distance will be minimal, but it will not be in doubt. Again, this is determined by the property of the body, and not by the presence of moving charges. Because the distances and geometry of all bodies are practically the same and does not differ significantly.
Another thing worth paying attention to. This is because electrical properties only appear on the surface of the bodies. Inside them there. The question is why the electrons are not evenly distributed, if any, over the entire volume of the body? Because electricity is a property of the body and it takes place to be on the border of the body, and not over the whole body. If these were electrons that could in one case be free, and in the other case concentrate in one place, creating a huge density of these electrons, depending on the external effect, why then they are not fixed and then again evenly distributed over the whole body?
