This building is the United States Mission tot he United Nations on 45 Street and First Ave, and is pretty new it was completed in 2010 and officially opened on the 29th of March 2011.
It was designed by The architects of the firm Gwathmey Siegel & Associates, and one of their project managers commented, “… the challenge was to design an iconic tower that transcended the strict programming and technical constraints, and become an attractive and representative benchmark for architecture and democracy.

Her eis a shot of it from A distance so you can see the full building, it is 22 Floors high and replaced the old building which was 12 floors tall.
I am guessing the lack of windows in the lower floors is a security feature, and I would presume the prime office space in the building is above those closed off floors.

Nice design. Modern open entrance. Looks like a monolith. I like the way the windows are large at the top and fade away going to the bottom. Avoids the steel and glass rectangular boring skyscraper. Sepia gives it an elegant look. And yeah I think they were probably working with a design requirement for no windows on bottom floors
You summed up the design so well, it looks so much better than the original building did but I dont think I have any shots of that one
