Reputation, as you say, is of fairly small significance as it stands, and I'm wondering if there is potential in future to use User Authority?

No worries, and yes in time I think UA could help with so many initiatives like 1up.
Very interesting info, I see that the proyect has his own countermeasures against the abuse, still I would watch closely the multi account users.
