How does it work?
On steem your votes are most effective when you have 100% of your voting power available, you can cast 10 votes a day, and if you cast more than that, your voting power decreases gradually... the thing is that if your voting power drops your votes get divided by that number, so voting at 100% is the most power you can have.
School of minnows does one thing and one thing only, if you do not use your account and your voting goes idle, when your voting can not charge any higher, it will cast one vote on your behalf to prevent your account from accidentally wasting that ability to vote.
How does that help you?
This gives you new choices, you can let your account go idle, which lets the software vote for you, it remembers those votes and records them on its records, your position in terms of receiving votes is based on how many you've given and received. You can receive all of your voting power back as votes, the pool consistently contributes more than what you provide, keeping users in a positive profit margin.
Why is this important?
This is a completely unique service, any use of your delegated power or otherwise on STEEM normally includes a middleman that takes a percentage as a cut, school of minnows has no charge, and uses equal distribution in a group dynamic to distribute unused voting power and refunds users for their assistance.
