"The God of Israel spoke, the Rock of Israel told me: 'Whoever governs the people with justice, who governs it with the fear of God, is like the light of the morning at the birth of the sun, on a cloudless morning. like the clarity after the rain, which makes the plants of the earth grow "(2 Samuel 23.3.4).

These are the last words of the greatest king in the history of Israel, called the "man after the heart of God." David points out a direct relationship between government and the prosperity of the land. The king presents figuratively what it means a just government and God fearing. We could run a series of aspects that characterize a just government, such as, for example, governments that are not led by the temptation of corruption; that they do not govern for the richest, to the detriment of the poorest; that work to favor an environment in which the potentialities of individuals are improved and valued; that they do not sacrifice innocents to the detriment of the bandits.

The second aspect presented by David is the fear of God. To fear God means to understand that we will give account of everything we do. It is interesting to note that great monarchs of antiquity placed themselves as the ultimate source of authority over the people. They ruled as if they did not have to answer to anyone. David emphasizes that fear of God is a prerequisite for a successful government. The understanding that all the actions of a ruler will be judged not only by the organs of control of the public sphere, but by God first, converges the actions of the governmental authority towards the common good and not for its own benefit.

David compares the consequences of a just government and fears God with the light of morning at dawn on a cloudless morning. The breaking of the morning symbolizes hope. The Word of God says that the mercies of the Lord are renewed every morning. The figure used by David brings hope after the period of darkness, the opportunity to reconstruct plans, to draw new projects, of joy after the period of crying. At the same time, David compares the just government and fears God to the "clarity after the rain, which makes the plants grow". After the hazy, dark period of mistrust and fear, comes the light of hope, which brings growth to the plants, symbolizing development and prosperity.

That in every sphere of government of the Venezuelan nation there are men and women who govern with justice, fearing God, so that Venezuela leaves the hazy dawn that we are going through. Amen
