Two things though:
Under hardfork 20, the account creation fee will be burned, so there is no impact to inflation. Also there are 20 (not 19) elected witnesses.

It will open up free/discounted account creation to more users.
There should not be any restrictions in opening new accounts. However, the delegation and undelegation of steem power should be linked to account activity after opening of account. If account starts activity then delegate so that account has bandwidth and if no activity then undelegate so that that SP can be used in active accounts. Is this something that’s possible?
The design for account creation includes a small cost to prevent name squatting.
