Do you think the followers/following in steemit needs to be restructured as 80% of the followers are ineffective or are dead?

I don't think anything can or should be done. Restructuring Steemit because 80% of Steem followers are dead will only result to almost same thing. In the near future, after the restructuring, you'd realize that you have new inactive followers.

No matter what, you can never really gain full control over your inactive followers, they will just be there as a figurehead. It happens, everywhere.

Even on Facebook, you'd realize that you have some followers who don't make posts, neither do they like or comment on any of yours.

Even in the real life world, you will undoubtedly have inactive followers. there will always be people who just follow you for following sake. They probably like what you do or who you are but they can never be committed to you. Except in some rare cases when you have proven beyond doubt that you are reliable and dependable. 

Some will just be there to see what's going on with you and in your life. Inactive followers. Some may just be following you because they need a follower or followers. Often times, these inactive followers can be turned to active ones by initiating some activity which will cause them to take action and become active again. I have seen this happen over and again.

Jesus also had inactive followers who were just there as a figure head. They never accepted anything Jesus said or did, neither did they reject any either. They are just there to have a sense or feel of belonging. I knew him.
