Democratic System 民主制度

As human heart is incomprehensible and it can be a spring of wickedness or love, democracy is thus one of the viable systems for many nations today.

In order for a democratic system to be worked out efficiently, the view of the majority is adopted but it should never be at the expense of the minority. If the needs of the minority are not safeguarded, they can easily be victimised by the overwhelming voice of the majority.

There should be check and balance in exercising the given authority which is usually determined by the ballot box. To prevent “absolute power corrupts absolutely”, there is separation of powers, namely, the executive, legislative and judicial. Such separation is necessary to prevent dictatorship.

In view of the incomprehensible heart of human beings, perhaps a two-party system is a better option for a democratic country today. Certainly the authority given to a governing party is meant only for a duration. After such duration, the performance of each party is to be assessed by the eligible voters. The mandate of forming a new government is then given to the elected party.

Considering the incomprehensibility of human heart, a democratic system is never ideal but it is still an efficient system in the world today.

由于人心難以识透，它可能發出邪恶，亦或散播慈爱。所以许多國家在实行民主制度时，必须考虑人心。

一般民主制度，都会根据大多数人的观点决策，但同时会避免忽略少数人的需要。如果少数人的需求得不到保障，这少数人很容易便会因为大多数人的声音而受到伤害。

通常在应用根据投票所赋予的权力时，必须有制衡机制。为了防止“绝对权力绝対腐败”，民主制度有所谓的三权分立，即行政，立法和司法。这种分权制度对于防止独裁是必要的。

鉴于人心难以理解，今天釆用两党制是可以更进一步达到制衡作用。此外，授予执政党的权力是有时间性的，而期限到了，各方的表现将由合格的选民以投票进行评估。当选的一方被授予任务扮演政府的角色。

因为人心難则，民主制度雖然不完美，但它必竟仍然是现行的一种有效制度。
