Tarihteki ilk kapsamlı yasa metni,mö 1700 den kalma Hammurabi Yasaları dır. Taş jr sütuna hakkedilen bu yasa, yaratıcısı eski Babil imparatoru Hammurabi inin adıyla anilmaktadir. Suçlara biçilen cezalar acımasızdır. Ünlü göze göz, dişe diş sözü bir yana , Kırbaçlama , organ kesme ve yakma gibi başka cezalarda vardı.
