VENEZUELA: PROPOSALS AND REQUIREMENTS FOR QUALITY AND CONTINUOUS IMPROVEMENT (PART 2/4)

In the first instance, I must indicate that this Post is the continuation of the study, thesis or proposal initiated in my previous publication (https://steemit.com/venezuela/@josevasquez/venezuela-proposals-and-requirements-for-quality-and-continuous-improvement-part-1-4).

In this sense, for this second Post, I have dedicated myself to review the recent past, to observe that in the decades of the 80s and 90s of the last century, Venezuela presented gray numbers that by then were very negative, alarming, impoverishing and with a very terrible ethical, political and socioeconomic scheme that fostered corruption, a very unfair distribution of wealth, many protests and claims by the Venezuelan people and strong armed repression of the government.

In criticism, analogy and objective correspondence, in the light of current events, framed in the continuing political, socioeconomic, moral, ethical and repressive debacle that we suffer in Venezuela almost all Venezuelans, because of the evil beings who badly govern the country with an autocratic, dictatorial, corrupt, liar, aggressive and destructive sense; I analyze today those historical data, in conjunction with their scenarios and situations of yesteryear; which apparently many of us, make us feel that "that" old era was an almost ideal system and therefore, is missed by most Venezuelans.

However, I personally consider that there is a part of our mistakes today: the desire to return to the past, which has fostered the "continuous deterioration", such as what we suffer today; and as perhaps many will not understand the previous approaches and will also criticize the hypotheses, inferences and/or recitals raised in these first lines; is because, I will proceed to explain it in more detail below: What is it...? What Do I Talking About...?

EXPLANATORY PREVIOUS POINTS WITH EVIDENCE, CONSIDERATIONS AND ACKNOWLEDGMENTS

In the first place, it is evident that the problems that currently afflict our Beloved Venezuela, were not born or developed as of the year 1998, as many believe; in fact, this system of government of catastrophic characteristics for the country is the result or consequence of the crises that had been dragging since 1970 (and in turn, perhaps for many years before, the situation in the country would worsen), in a fateful relationship of parents generating crisis and worse children that make it worse; because they have tortuously deepened the crises in recent years.

In fact, at present it can be stated with evident clarity that we are in the presence of the worst crisis that our country has suffered since 1950 (perhaps since 1900 and possibly since 1800, although for both dates, I do not dare to affirm it. I dare to infer is that the "children" of past crises tend to generate present crises and to continue this way, their "grandchildren" will generate future crises, of greater destructive, impoverishing and repressive capacities, for the stupidity of focusing on the consequences of the problems, always applying a "continuous deterioration" of populist and unethical corruption).

That is, today is consistently recognized that there is a continuous and increasingly worse poverty, marginality, apartheid, repression, corruption, lack of ethics, impoverishment, debt, destruction and evil, among other negative factors, of the different governments in our country, especially of this last so-called socialist government; and because of the progress of the evil they have caused us, every day that passes we are more cowardly, foolish, fanatical, alienated, apathetic, dissociated, deluded, poor, indebted, slaves, prostitutes, unhappy and submissive.

Regrettably, it is evident that, immersed in continuous misfortunes, we are letting ourselves be dragged into the miserable infernal abyss of hungry and silent beggars, who only survive to wait tired and sick for the inevitable death; to where this last government apparently wants to lead us in this holocaust of apocalyptic proportions.

So, I reiterate as a logical and philosophical evidence, that our present is a direct consequence of our past (especially our thoughts, words, actions, successes, errors and omissions); therefore, the first call is direct and for "TODAY" to the individual and collective conscience of ALL Venezuelan, to stop and eradicate the crises, their causes and consequences; likewise, to dream, feel, think, speak and act in order to successfully achieve the Dream of Quality for a Better and Perfect Venezuela of the Venezuelans and for the Venezuelans.

In summary, there is in the analysis of the previous paragraphs, my second direct call and for "TODAY" to the individual and collective conscience of the Venezuelan, to internalize that we must UNITE ALL without exception; because enough of divisions and sectarian fanatics politicians, social and/or religious that reduce us to the elementalism of the weak, to be easy prey of our enemies. And Inevitably, Venezuela needs from NOW, the ALL US contest, with Perfect Ideas and Joint Actions to recover our beloved Venezuela, and direct it to sustainable Progress and Freedom.

DIFFICULT "TASK" IN VENEZUELA, OF THE VENEZUELANS AND FOR THE VENEZUELANS?

Although it seems to be difficult, the task is really simple if there were the honest, courageous and ethical disposition of the Venezuelans to do it; and as examples, there are many historical events in the world, of countries that were shaken and ruined by terrible crises, destructive events of nature and / or wars; which, after the tragic events, decided to unite and advance in a correct, perfectible way and giving evident steps of Quality and Continuous Improvement; some may have to be slow, but all steps must be safe.

In fact, when reviewing history we observed that both the United States and most of the countries of Europe and Asia (and in general, almost all the countries of the world) suffered severe crises, wars and times of serious economic debacles; to be submerged momentarily in unbalanced socioeconomies and with serious disturbances, chaos, shortages, famines, hyperinflations, violence, repressions and corruptions, among other similar or perhaps worse evils suffered in our current Adorada Venezuela.

That is, similar to our Venezuelan case, in most of those countries in crisis there was also disunity, dispersion of efforts, emigration, marginality, mediocrity, ignorance, insecurity, pettiness, selfishness, poverty, mafias, misery, immorality, debts, lack of ethics, vices and a lot of repression of governments against citizens; that as weeds were watered, in the harmful role of feeding more problems with their causes and consequences; in vicious, devastating and fateful circles for all suffering citizens.

Therefore, I must emphasize that from that perspective of growth after suffering hardships, you can see the starting point and even the horizon for Venezuela; because more than proposals, ideas, leaders or messiah, Venezuela only needs the UNION of all Venezuelans, who must be committed to Venezuela, to truly love it, protect it from the corrupt, abusers, looters, vicious, populist and destroyers; and to make it grow and progress, free and sovereign, as Venezuela deserves.

In this sense, it is inferred that Venezuela needs the unitary support of all of us to join efforts in synergy, as CITIZENS Brave, Intelligent, Ethical, Honest, proactive, efficient and able to work and fight without laziness, without fear and without excuses; to get ahead, to progress and improve the quality of life of all Venezuelans, in order to achieve a real and true greater sum of happiness, despite the obvious differences and adversities.

Equally, we must feel, think, speak and act with great intelligence, synderesis, discipline, commitment, love and faith; because if we act properly, God will help us with the proper miracle to return to our beautiful values ??of honesty, education, morals and ethics, which will lead us consistently to our best goals, and to become an example of a Society of Love, Peace, Tolerance, Legality, Equity, Success and Happiness.

DIFFICULTIES AND SOLUTIONS TO ACTIVATE THE PROPOSALS, IDEAS AND PERFECTIBLE ACTIONS OF AND FOR VENEZUELA, OF AND FOR THE VENEZUELAN?

It is to clarify objectively, the fact of recognizing that there are many problems, obstacles, weaknesses and threats that must be considered and overcome to achieve the necessary Union of Venezuelans, in order to defeat this serious crisis and its cyclical sequels; which must be resolved in order to consolidate adequate progress, with full freedom and sovereignty; Among which are highlighted:

*- The Venezuelans almost always find "buts" in front of the ideas and proposals that are made, then we stay in the discussions, attack and disqualify the proponents and never advance.

.- Solution: Do not search "the five legs to the cat", or stay forever arguing with simple argumentative opinions and fanatics in favor or destructive and selfish against; what would be a study of feasibility, honesty and benefits, objective, truthful, fast and precise to each idea or proposal presented; with measurable and reliable indicators and controls. If the idea or proposal is feasible, then all the pertinent actions are planned and executed to develop it efficiently, with the due controls of Quality, Honesty and Continuous Improvement.

*- The evil, distrust, ignorance, dissociation, pettiness, selfishness, envy, mediocrity, laziness, corruption, immorality and inefficiency, among other items; they mark the guidelines among many Venezuelans, being factors that foment the dispersion and the impossibility of adding efforts for the good of Venezuela.

.- Solution: With much education, moral, ethics and the appropriate and unbreakable laws, regulations, rules, courts, justice and self-control bodies, prior and subsequent control, forensic control and "internal affairs"; the enunciated faults and deviations of the political and social actors can be corrected. In this way, the system of government and citizen will be perfected; and so we will all be adapting ourselves progressively in order to Improve Continuously to grow properly or we will receive the deserved and opportune punishment, with just penalties proportional to the faults committed.

*- The divisive fanaticism, marginal conformism, despair, apathy, individualistic cowardice, fear of change, the "liveliness" of the asshole and the cowardly manipulable dissociation; they make us think, speak, act and omit negatively; in addition, they are factors that block us and paralyze us terribly to act as it should be for our own good and that of Venezuela.

.- Solution: Love and respect God, Venezuela and ourselves, above all the retrograde, outdated, intolerant, discriminatory and divisive ideas that the bizarre opportunist leaders seek to impose on us, who seek to take advantage of our ignorances, fanaticisms and weaknesses to take power, destroy Venezuela, steal, plunder, enslave and impoverish all Venezuelans.

*- Countries interested in obtaining our natural resources at very low cost and, if possible, free of charge and even recharging us with external debts; they will always be on the lookout to place rulers "puppets", corrupt and manipulable; who for money are able to sell their souls to the devil and destroy, impoverish and mortgage Venezuela and the Venezuelans.

.- Solution: Build a true democracy, institutional, participatory and protagonist, in which institutions and the Sovereign People (not the government or the president alone) have the final say in executions, actions and government controls; especially, when it comes to international agreements, commitments of external debts and/or exploitation, extraction and sale of our natural resources, among other aspects.

PROPOSALS OF PERFECTIBLE SOLUTIONS OF AND FOR VENEZUELA, OF AND FOR THE VENEZUELAN?

In summary, it can be said that all the "Solutions" that can be proposed to try to solve each pre-existing problem or that arise along the way, should be based on the search for "Excellence" as a Perfectible, Progressive and Obviously Continuous Improvement; and in terms of incorporating all the activities, resources and people needed, and at all levels of Venezuela and for Venezuela, of Venezuelans and for Venezuelans.

Therefore, I must clarify that there are many other points of which I will mention below, but to summarize, I must shorten my assessments and proposals, according to:

.- Objective Education through Continuous Training, with concrete, measurable and controllable Ideas and Actions, to Improve Quality in all senses, areas and processes in Venezuela, for Venezuela, of Venezuela, for the Venezuelans and the Venezuelans, in Union and synergy of cooperative efforts.

.- Adequate investment, financing and support for Modernization, efficiency and full capacity of the national productive apparatus (public and private) and for the creation and installation of new and better Productive Companies; with new machinery, equipment, tools and systems of high technology, innovative, productive, very efficient, low energy consumption, low pollution and offering quality products and services at low costs.

.- Diversify and boost exports of multiple products and quality services and reduce imports; in this context, we must give greater added value to our raw materials, to export more processed products and to a lesser extent raw materials.

.- To promote and guide Inclusion that guarantees the participation in efficient teams of excellence of the Venezuelans, in the areas where citizens have the capacity to act and help Venezuela and the Venezuelan people. Therefore, meritocracy must be encouraged and partisan, family or friendly mediocrity must be eradicated in order to reach public office.

.- Decrease military expenditures, especially those related to repression and war armament; in fact, only be cautiously oriented in investments for the Defense of the Homeland; but, in the pretension of NOT borrowing for this reason or to buy weapons from foreign powers, rather seeking to develop them in Venezuela with an adequate National System for such purposes and with the option of exporting.

.- Progressively increase investments in Education, Culture, Sports, Science, Technology, Research, Innovation and Development, which will allow Venezuela to progress with due Quality and efficiency, carried out by the new technologies and with citizens specialized in various productive areas and national events.

.- Establish a Noble Commitment, Dedication, Responsibility and Faithful Compliance, in terms of Management, Actions, Activities and Progress Perfectible, with Quality and Continuous Improvement; between Civil, Military, Political, Government, Opposition, Professionals, Workers, Artists, Employers, Students, Housewives, Unemployed and in general inclusive of the entire "Establishment" and the People; establishing a National Program and Quality, Continuous Improvement and Control Committees.

PROPOSALS OF PERFECTIBLE QUALITY AND CONTINUOUS IMPROVEMENT OF AND FOR VENEZUELA, OF AND FOR THE VENEZUELAN?

Oriented in the definition of Quality, presented in the previous publication (supra identified), understood: "as the Capacity that Venezuela has, in terms of guaranteeing the satisfaction of the needs and expectations of ALL its Citizens; and in equitable correspondence is the commitment of the Citizens towards Venezuela and towards themselves". Next I will expose some hypothetical Principles of the Quality of and for Venezuela, of and for the Venezuelans:

.- To Implement a Legislated National System, organized, planned, regulated, governed, coordinated and focused on Venezuela and All Venezuelan Citizens; therefore, the drafting of a New National Constitution is necessary for the construction of the New Venezuela of Quality; but, a Magna Carta that is perfectible and inviolable, that understands and expresses in a documented and precise way the current and future needs of Venezuela and the Venezuelans, with precision in the duties and rights, without ambiguities in the definitions, characteristics, scopes, missions, activities, limitations, independencies, balances and controls of all Public Powers; in order to establish the Constituent guidelines that lead to complying with the Perfect Quality Requirements.

.- To Create Teams of Shared Tasks with Non-Messianic Leadership or Retrograde of eras already overcome; that is, it requires the formation and conformation of proactive and efficient committees or teams for Quality, in which the leaders are oriented in the consensus, to establish the unitary characteristics, ideas, purposes, plans, directions and actions of Quality of and for Venezuela and its Institutions and Projects; to the satisfaction of all Venezuelans.

.- To Develop a National Ecosystem of peaceful, tolerant, motivational, meritocratic and efficient internal environment, to achieve pre-established, planned and perfectible objectives and goals; in which all Citizens can be involved in synergy and fully commit to contributing ideas, actions and capital; without fear of reprisals for their thoughts or individual progress, without laziness, or conformism, or envy, or selfishness, or fear, or to pretend for "criollo vivacity" that others are working or contributing.

.- To Establish a scheme of Real Participatory and Inclusive Government of and for all Venezuelans; with propensity to the independence of the Public Powers, and even of the organizational levels and sublevels of said powers, until reaching the independence of thought of each Citizen. That is to say, the essence of Venezuela is its Citizens, therefore its total joint, individual and committed involvement is required, according to its capabilities and vocation, so that they can be used properly for the benefit of Venezuela and the Venezuelans; in National, Regional, State, Municipal, Local, Community, Social and Individual formats.

.- To Implement a National Government System Focused on Perfectible Quality Processes; Obviously, the framework for the development of the Ideas and the desired results and goals will be achieved with greater efficiency and precision when the resources and the set of all the interrelated activities are managed as Perfectible Quality Processes.

.- To Orient the National Government System Focused on Quality Management and Continuous Improvement; being this a global and interactive principle for all the Public Powers, Organizations and Levels; because it is necessary to identify, understand, commit, legislate, document, plan, manage, execute and control all the interrelated processes of and for Venezuela, in function of and for the Venezuelans; with the clear pretension of Improving the Perfectible Quality, the efficiency and with the Continuous Improvement of all the processes of Venezuela, in organizational and operative terms.

.- To Promote the Virtuous and unstoppable Circle of Continuous Improvement; based on everything previously explained, evidencing that Quality is Perfectible and is achieved with Perfectible Processes of Continuous Improvement as "must be"; with policies, objectives and permanent goals of Quality and Continuous Improvement of and for Venezuela and of and for Venezuelans.

.- To Encourage and facilitate the participation and commitment "Natural" and Electoral of the People (for example: with Advisory and Approval Referendum or National Consultations, among others) for the truthful, objective and controlled approach to effective and beneficial decisions for Venezuela and for the Venezuelans; with precise procedural bases and structured around the exact analysis of data and updated information, truthful, transparent and without manipulation, or populisms.

.- To Promote good beneficial relations among all Venezuelan citizens, society, institutions, the National Government System, politicians and in general the "establishment", which allow the necessary synergy to intensify the capacity of all to create contributions or create added by Venezuela and by Venezuelans.

.- To Establish a new Democratic System, in which ALL the Powers of the State are governed by ASSEMBLIES with a maximum of 100 members, with at least 2 members per state; all elected by the People, in general, direct, secret, transparent and universal elections.
